Learn the blueprints before handing them over
After finding the Lunar blueprints in the bunker, study them before completing the hand-in. Then use a Tailoring Bench to craft all five pieces.
The head piece is listed as Lunar Hood in the crafting menu, while the quest can call it a Cloak. Older menus can use Permafrost clothing names.

Craft the pieces rather than only equipping a looted set. Check each successful output and the journal; the next story stage is The Last Stand.
