High Frequency in Permafrost
Activate the tower repair objective before fixing it, then use the radio and return for the next reward.

Start the quest before repairing the tower
Finish the base radio stage and follow The Outpost to Hunters Glade. Talk with Skinwalker, then use the Building Tool to repair the highlighted tower parts.
Use the tower radio and listen to Icarus to complete High Frequency. Do not rely on an old fixed repair count; follow the highlights and current journal.
Hopes and Dreams is also active
The two quests can coexist. You can complete High Frequency while Hopes and Dreams is active.
A tower repaired before its quest objective can still fail to register. Repeatedly using the repaired radio is not a dependable repair for an early-completed construction step.
Collect the next reward
Finishing High Frequency is separate from receiving The Way Home tailoring reward. Continue Skinwalker’s dialogue and the reward-box step before leaving.
Skinwalker can appear with the trader roles Scout Trader or General Trader in the updated settlement setup.
